Method
Preheat: Preheat your oven to 350°F (175°C) and lightly grease an 8x8 inch (20x20cm) baking dish.
Mix Dry: In a large bowl, whisk together the flour, 150g of the sugar, 20g of the cocoa powder, baking powder, and salt.
Mix Wet: Stir in the milk, melted butter, and vanilla extract until the batter is smooth. Fold in the chocolate chips.
Spread: Pour the batter into the prepared baking dish and spread it evenly.
The Topping: In a small bowl, mix the remaining 50g of sugar and 20g of cocoa powder. Sprinkle this mixture evenly over the top of the batter.
The Magic Step: Carefully pour the hot water over the entire surface. Do not stir! This creates the "pudding" layer at the bottom while baking.
